Abstract. The territory of Ugra has unique agricultural potential and the agro-industrial complex is invested the significant financial and material resources. However, with increasing of the state support of agricultural sector by subsidizing the production of the main agricultural products, there is a slight increase in the incomes of population, engaged in traditional industries. As a result of the undertaken measures it failed to stabilize the traditional economic sectors, to improve the quality and level of social services provided to agricultural, including the indigenous, population.
