Abstract. In the 90s of the last century the indigenous small peoples of Ugra had to make a choice in favour of new organizational forms of management: tribal lands, national tribal communities, unions, corporations of traditional branches to solve the problem of unemployment, creation of new workplaces. For these purposes the District Northern Fund has been created by the resolution of the Government and functioned during 10 years; it was fi nanced from the autonomous okrug’s budget.
