Abstract. The main objective of the article is the scientific substantiation of theoretical, methodological and practical bases of strategy and ways of the complex sustainable development of regions of Russia, in particular, of Khanty-Mansiysk Autonomous Okrug - Ugra. The article deals with the questions of the sustainable development of the indigenous small people of the North (the results of sociological researches on the subject are also generalized) and their branches of traditional nature use, as a basis of preservation and development of their traditional economy, culture and a life.
